Project Objectives and Activities

The primary objective of the project was to build consensus between Rightsholders (RHs), Internet Service Providers (ISPs) and Content Providers (CPs) and Users on all aspects of notice and takedown (NTD) throughout Europe by developing trust and confidence between stakeholders and thus encouraging electronic commerce in information. Such an approach is consistent with the E-Commerce Directive (ECD) in which self-regulation is seen as the preferred option for the development of NTD procedures.

 A key strategy employed in pursual of this objective involved the development of standardised procedures in areas of NTD where there is broad agreement between stakeholders, such as standard requirements for notices.

 With this strategy in mind, the Partners undertook the following activities: 

  • Three small Working Groups were set up to debate the various issues and formulate procedures for NTD. 
  • Wider dissemination and discussion of the project’s work was achieved through two public fora.   
  • Subsidiary to this consensus building process, the project partners also undertook to research and identify the technical requirements to provide automated support for proposed procedures.
