Fora 

RightsWatch has held two public fora during the course of the project in order to disseminate and discuss its findings with the wider stakeholder communities.  Both fora were attended by representatives from the rightsholder, ISP and consumer/user stakeholder groups as well as government officials, lawyers and academics. 

  • The first RightsWatch Forum (London, February 2002) confirmed the partners’ view that with so much at stake for both rightsholders and ISPs, compromise on contentious issues such as how to provide a safe harbour for ISPs, the appropriate timeframe for ISP action following receipt of a takedown notice from a rightsholder, and how to minimise the risk of wrongful takedown, would not be easily achieved.

  • The purpose of the second RightsWatch Forum (Brussels, November 2002) was to present each Working Group’s NTD solution for public scrutiny and discussion, in the hope that this would lead to the identification of some elements of broad consensus.  Whilst the solutions put forward were well received, the ensuing discussions demonstrated that the notice and takedown debate still has a fair distance to run.
